Surveys issue

Lot of time the surveys appears on my chrome extension but when i click one survey the message appear the following messages appears.
1. this survey is not yet available.
2. you are not qualified for this survey
3. this survey is not working in your country..................etc

Question is this
1. if the survey is not yet available then why survey appears on my chrome extension. when survey will available for me?
2. how can they say you are not qualified for this survey. If i am not qualified for survey then why survey appears on my chrome extension.
3. if the survey is not working in my country then which survey working on my country..
